I don't think that's possible. During the levelling curve, you can *always* make an instance easier by simply coming back at a higher level. If you set heroics to level+10, then you'll simply get people running them as "normal" instances, just 10 levels later.
Sure, it would mean people have more different things to do while levelling - you'd have the choice of going to Heroic Deadmines instead of Normal Gnomeregan. But it wouldn't be the sort of "different" that encourages better gameplay.
The only way to provide a heroic-like gameplay experience would be to have a maximum level cap on the dungeon. So once you're past level 25 (or whatever), you can't enter Heroic Deadmines any more. That would be a monstrous waste of developer effort.
Sure, it would be nice to see some developer love and more content for the mid-levels (particularly levels 45-55 are painful in the extreme), but I don't think heroics are a suitable way forward for that.
And as you can see from my earlier post, I'm more excited by the possibilities for actual lore progression than by the simple "ZOMG make everything heroic please" idea.
