Would be rather interessting if you could - for example - buy T8 BoA gear for you alt with T9 Badges to gear up. This would make you alt's a Tier below you main and can compensate some key-player quits.

I wonder if enchants will scale with level somehow, or if enchants will just be disabled below a certain level (35?).
Will be interesting to see what way they'll prevent people from putting Nethercobra Leg Armor and Aldor/Scryer shoulder enchants on and then passing it on to their level 1.

Another I am wondering about this new Bind to Account gear, are they bind on equip? Can I say buy a full set and I am set buying gear for all my alts, or do I need to buy new gear for each Alt everytime?

Putting on Aldor/Scryer enchants binds an item to your character (although possible earlier in TBC), this should be no exception. Nethercobra's can be put on level 19 twinks now as well, so I don't see that changing (and the new LW enchants bind the item to a character as well).
I'd indeed guess that the enchants will just be disabled (or even removed on exchanging it to another character) untill you reach the appropriate level, much like the meta-gems requirements just disabling the gem if you don't meet the requirements.

Although I can't verify this since I don't have a beta key, my thoughts would be that you can transfer the gear. Otherwise Blizzard could just make the items BOP since every character has access to the badges which you have earned accountwide.

Looking at the BoA gear and new dungeon Tier gear i am rather annoyed by how seemlessly they push us reused armor models down the throat.
Anyway... i am looking forward to grind resistance gear again ragnaros version 432 here we come:

They've already stated that there will be less reusing models in WotLK (PvP gear and PvE gear will not have the same models.
Keep in mind that this is a brand new addition to the beta, and these graphics may be placeholders.
That said, I'd like that they reuse the old L60 dungeon sets, it has huge nostalgic value to me.
I also love that the BoA two-handed axe is getting the Arcanite Reaper graphics!
About resist fights. It really isn't something we can complain about anymore.
The amount of resist fights in TBC have been low, like they initially promised. (I've used resist gear on one fight in TBC (Mother))
It's been stated that there will always be resist fights in the game, and to be honest, I'm glad. I like having something to work at. (I even collected full FR set in spite of never being asked to tank Flames at Illidan)

Well except Bloodfury gives you a 'MS' type debuff for 15 seconds, which is really not worth having if you are a healer/a healer's team.
There's no mention of this downside on the human talent.

Would be interesting to see if the level 70 DK runeweapon enchant Rune of the Fallen Crusader could be attached to the two handed axe and mailed to an MS warrior alt.

This is interesting because these items are bound to you when you buy them, however they are bound to your account. I don't see why putting enchants on them would prevent you from transferring it to another character on your account unless these items can be both bound to your character and to your account or if binding to character overwrites bound to account.
It would, in a way, defeat the purpose of bind to account items if the shoulder and head enchants prevented you from being able to transfer those items over to other characters ever again.

Huh, the Shadowmeld change means that Night Elf Moonkins just got a fade, sorta kinda. That actually could be a little useful, at least for a little breathing room.
Bad for PvP though.

As speculation, right now the armor type on those items does not change, meaning if you're a class that changes armor types at 40, you'll need either two sets of shoulders or one set which becomes inferior as soon as you hit 40.
However, having the armor type change so you only need to buy one pair of shoulders no matter which class you roll would be an excellent idea and I'm sure the entire EJ forum would be rife with praise were such a unique feature to be implemented.
My only comment is the badge cost - alt shoulders cost more than pvp gear? Hmm. Then again, you only have to buy the shoulders twice to cover all leveling specs/classes (melee dps leather and cloth spellcaster).

Speak for yourself: I thoroughly enjoy having 1 Sapphiron / Mother Shahraz / Ragnaros type fight in an instance. The only time it was frustrating is when the appropriate gear was not readily obtainable, like during Princess Huhuran days.
Getting a gearset for a boss is often fun, i'm not sure why there is such a negative stigma towards it. Obviously it hasn't always been implemented perfectly, but a fight like Sapphiron - where you can only beat the fight to progress to the final boss - when you conquer the instance and get the reagents for the gear, is a good design idea.

Since these items are far from free in terms of badges, i think most people will just buy two sets anyway. a leather dps set to use for all physical damage dealers and a cloth spellpower set to use for all casters. Having 30% instead of 10% armor reduction when levelling isn't enough of an advantage to get hundreds of extra badges for it. If you buy those two sets you can use them for any alt you will ever make in the future.

Especially for a low level alt that isn't insignificant though. Shoulders and trinkets don't really normally become available until after you've gained some levels. The 10% extra experience from mob kills bonus on the shoulders is quite nice too. And of course, there's nothing better for your average melee class than constantly having a good weapon for your level.

It was never promised, it was mentioned as something they were considering. In my opinion, it's pretty clear they decided not to go with it. Why else would there be so much focus on allowing off-specs of Warrior, Paladin, Druid, and Death Knight tank non-Heroics? Why all the focus on having tanking specs do more damage? None of that makes sense with a dual-spec. I think they decided to go with an alternative solution. Even the switch to Spellpower fits into this, as it doesn't totally consolidate gear; it serves more to make healers viable soloing. I'm not Blizzard, but at this point I'm putting my money on there never being a dual spec implementation.

Your argument falls apart outside of the duality that many classes have for PVE purposes. Once you introduce PVP into the mix, which many, many raiders participate in with more than a passing interest, the value of the dual spec system comes back into play.
