2.3 Discussion

Several bits of juicy 2.3 info dropped today:

General

- Zul'Aman is complete and now only needs time on the PTR.


Shaman

- Frost shock no longer subject to diminishing returns.
- Shamanistic Rage will also reduce all damage taken by 30% for its 30 second duration.
- Spirit Weapons will also reduce melee threat by a total of 30% rather than 15%. This is intended to affect both white and yellow damage.
- Two-handed weapons will be trainable
- Replacing the two-handed weapon talent will be Elemental Focus, which places the shaman in a "focused state" after landing a melee critical strike. The focused state will reduce the mana cost of the shaman's next shock spell by 60%.
- Mental Quickness will also add 10/20/30% of your AP to your +damage/healing.
- New relics to be added which will support all talent trees (includes Druids and Paladins)


Rogue

- Blind will no longer require a reagent. It will also be changed to a ranged physical attack, will share the same diminish category as Cyclone, and diminish in PvE as well as PvP. It will no longer be considered a poison.


Priest

- Pain Suppression will be able to be cast on a friendly target and will reduce the target's threat by 5% and reduce their damage taken by 40%. The cooldown will be reduced to 2 minutes.
- Meditation will be increased to 10/20/30% mana regen.
- Power Word: Shield will gain additional benefit from spell damage and healing bonuses. Base absorb values for ranks 10, 11 and 12 have been reduced to compensate for this change.

There are quite a few things. Some I've already mentioned in another post. What I haven't mentioned yet is in the below. Please be aware that these things aren't going to add up to a big overhaul on any particular class. These are just some changes that we think will be beneficial to the game, balance, and the future development of them.

In addition to what I didn't mention, Prayer of Healing, Circle of Healing and Holy Nova (healing effect) will gain additional benefit from damage and healing bonuses.

Circle of Healing is having a change to the base amount of healing though, and will be reduced but it will have the increase in the bonus it receives from bonus healing effects. So if you have more than 1338 healing, you'll see it heal for more. Less than that, you will see a reduction. Please keep in mind that these numbers could change on further testing but this is where we are as of right now for the pat

It may not matter for much longer though as we're changing Evocation in 2.3 to instead restore 15% of your total mana every 2 seconds, instead of being a Spirit-based mana regen increase.

Do you mean the amazing change to Shadowstep so that it can now be used at any time, not only while stealthed? In addition, after use of Shadowstep threat caused by the next Ambush, Garrote or Backstab will be reduced by 50%. The cooldown will however be increased to 40 seconds.

Also on the Subtlety front is a change to Dirty Deeds so that it will also be increasing damage of special attacks by 10/20% against targets that are below 35% health.

We're also taking a look at bumping up Hemorrhage a bit, but no details yet on what that may be.

These two changes are larger than any priests have ever received in any talent review ... and they're being randomly done in the shaman/rogue patch? Please provide a link to the blue "hint" toward these things, because they're immensely huge changes to the mechanics of the priest class. The meditation one in particular is one we've been asking for since ... Nef died, and we all realized that T2 would be with us forever due to its 3-piece bonus.

I am guessing that they'll have to reduce the snare duration because otherwise we're back to the good ol' 'snare lasts longer than cooldown' problem back from frost shock 1.0. Either that or they'll have to seriously increase the mana cost.

The paladins were told quite emphatically (pre-2.2) that their ret changes were being pushed off until 2.4, since 2.3 would be primarily concerned with rogues & shamans. When did they decide to change it to "everyone gets some changes"?

IIRC Blizzard said they won't be doing "class patches" anymore. So I'm sure every class gets reviewed for every patch. Some more heavily than others.

Remind me why this is a problem again? Whenever I fight a hunter, warrior, rogue, etc., I am permanently snared unless I get BoF or use my trinket at an opportune time. WoW isn't balanced around 1v1, and even if it were, every class has multiple answers to frost shock kiting that simply didn't exist back in the old days pre-DR.

"For instance, Pain Suppression is getting changed a bit to have more utility beyond personal use. You'll be able to cast it on a friendly target and it will do a couple of things. First it's going to reduce the target's threat by 5%. and next it's going to reduce the damage that person takes by 40%. The cooldown is also going to be reduced to 2 minutes. The intent is to give it more utility while still making it viable for multiple targets. When you're trying to protect an AoEing mage in a raid, this could become a very useful tool.

Meditation is also going to geta bit of a bump up and it will increase to 10/20/30% mana regen as well."

There's more CM posts in the priest forum today than there's been for the last two years. Damage control for the content patch without content?

I'll take Frost Shock over Spamstring any day of the week, and twice on Sundays. At least I can cleanse Frost Shock and have 2-3 seconds of run time before the shaman nails me again.

I'll try to find the paladin reference -- it was linked to me by our ret paladin, who was /qq'ing because his changes were being pushed back again.

Edit: alright, ignore me. Apparently 2.3 *will* include the ret paladin changes, not 2.4 as my friend indicated. He was just whining because 2.2 wasn't out, so 2.3 couldn't be done, etc, etc.. /headsmack @ me

Drysc:
I wouldn't worry about it too much. It's going to be a hard wait though no matter how short it is because 2.3 has a lot of awesome changes, including quite a few changes for Paladins, specifically Retribution.
So 2.3 is a sweeping patch. Good to see.

Why hasn't Blizzard responded oh god.

I'm going to become a gnome paladin in 2.3 aren't I? Blizzard is just going to give up and make me into a midget with bubbles. I'll have to hate myself twice over on principle alone!

Just as a thought, I can see guilds stacking 4 disc priests next time we see a fight where tank gibbing is a major factor. How do you balance around that? 5% threat reduction can easily be tanked through.

That was purely a rumor, and Eyonix pretty clearly stated today that it wasn't true. People were trolling the lack of information available with blatant lies to try to trick people.

Here are the changes I've seen so far:
Rogues
- Blind will no longer require a reagent
- Blind will be changed from a Poison to a Physical effect. This will mean that it cannot be cleansed, however, it will share DR with Cyclone.
- Shadowstep will be usable outside of stealth, and will reduce the threat of the next backstab/garrote/ambush by 50%, but will have the cooldown changed to 40s
- Dirty Deeds will increase the damage of special attacks by 10/20% against low health targets
- Hemo might be getting a damage boost
- Deadly Throw snare extended by 1sec

Healers
- 33% (tentatively) of +Healing will also apply as +Damage. This will allow healers to more effectively farm and PvP while wearing their healing gear.

Priests
- Meditation increased to 10/20/30%
- Pain Suppression is going to be reworked. The damage reduction will be reduced to 40%, however, it will have the cooldown reduced to 2 minutes, and - this is the big one - it will be changed from a Self buff to a Targeted buff. It will also knock 5% off the target's current threat (so you can use it to protect a DPSer such as a mage who's about to/has pulled aggro, but it's not a good idea to pop it on the tank unless they have a sizable lead)
- Prayer of Healing, Circle of Healing, Power Word: Shield, and Holy Nova's healing component are going to have their scaling increased. CoH and Shield are going to have its base healing reduced to compensate (balance point for CoH at roughly 1300 +heal - more than that, and it's a buff - but the precise numbers for Shield aren't yet available)
- This isn't for 2.3, but when WotLK is release, they are planning on redoing the Disc tree, to try to give it some actual focus instead of the tangled mess it is right now

Shamans
- Spirit Weapons threat reduction will be doubled
- All shaman get 2h weapons
- Old 2h weapons talent will be changed to give 60% mana reduction on the next shock spell after landing a melee crit
- Shamanistic Rage reduce incoming damage by 30% for the duration
- No diminishing returns on Frost Shock
- Mental Quickness will add 10/20/30% of Attack Power as +damage to instant spells in addition to the present -2/-4/-6% mana cost.
- New Totems (as in the items, not the spells)

Mages
- Ice Barrier will gain a greater bonus from +damage but will have the base value tuned down to compensate
- Evocation is being changed from Spirit-based to being based only off your base mana
- Arcane Meditation increased to 10/20/30%

Druids
- Intensity increased to 10/20/30%
- New Idols

Paladins
- As yet unnamed Ret changes.
- 6s Crusader Strike.
- New Librams

Warlock
- Ritual of Souls made easier to cast

Other
- New title added, "Champion of the Naaru", for people who have completed the Tempest Keep attunement quest chain



All of this is in Blue Tracker, I just consolidated it.
