I think the patch basically does those registry edits for you (and either only does them for their TCP connections, or undoes them when WoW closes). I'm not sure whether both registry edits disabled Nagle's... I think one was to disable Nagle's and the other was to disable delayed ACKs.
So I don't think it'll hurt you if you don't remove the registry edits. I think WoW is probably just doing one or both of them for you automatically.
As far as affecting other applications, I haven't noticed any affect on web browsing, iTunes radio, or Ventrilo performance from the registry edits.

They just enable the TCP_NODELAY option for their socket just like every multiplayer FPS game of your choice. Editing the registry values wouldn't help because they require a reboot and because they can have negative side effects for other applications.

The registry changes can have negative effects on downloads particularly if your upstream is limited, other than that however it made little difference I found. Now the patch is active its best to remove the changes.
I gather the realms are active now, but i'm stuck at work, can anyone provide some feedback on what latency is like with 2.3.2? Preferably someone in the Oceania region

Multiplayer FPS generally use UDP not TCP. Entirely different (network) world there.
It now simply sets a flag whereas the registry tweaks switched that globally on a OS level, potentially influencing all network traffic and thus all software that communicates via Internet. I'd advise to reverse any registry change you did.

(Somewhat offtopic)
If you have any other online games you play that use TCP(generally MMORPGs and not FPS as noted above), I'd recommend trying out those other games. While the downloads on the computer with these changes is slower by anywhere up to 40% for me, it improves the latency drastically for WoW as well as the other MMORPG(server located in Japan).

Killed the first 4 bosses in ZA today while tanking on my pally and noticed two main changes. The first is that Nalorakk's cleave was hitting me for around 5k damage, noticeable less than before. The second was Halazzi's Sabre lash attack was happening a lot faster, generally around 5 to 6 seconds between them.

Hasn't Halazzi's saber lash always been ~5-6 seconds between each one? I could have sworn that's what the combat logs have always been.

It's always been that way. Bear boss is a saber lash mechanic too so you most likely had your off-tank split the dmg. 5000-7000 dmg per shared cleave is expected.

Dogma also claims that God has a sense of humor and at times presents Him as a joker of sorts, thus again lowering Him to human level. While I am certain God has a "sense of humor" since He gave it to us, I find it most difficult to believe He finds humor in sin since He will cast the unforgiven sinner into the lake of fire for eternity. Not very funny at all.

For me, the 2.3.2 seems to have had little to no effect on my latency. I may just have a shit ISP though.
(TPG ADSL (1500/256) Melbourne)
I am getting a latency of ~500, and the red bar on quartz is showing 400-600 on average.
In other words, no change since 1.0 ><

I used the registry fix awhile ago and was getting 70ish latency on average. I disabled it last week for some big downloads and after patch I'm the same as I was yesterday 150-200

You could always go out of combat after Reliquary. The only time you would get stuck in combat was when you pulled a few of the ghosts while running down the slope and engaging them while the encounter activated. Has that been fixed now?

Yeah we always seem to run down with a ghost or two. Pretty sure it's fixed now.

We'd been having intermittent bug-outs over the last couple months, but I don't remember him bugging out for the last couple weeks....he was fine for us this week, regardless.

We never pull ghosts with us while engaging, and were stuck in combat probably a dozen+ times.

Kael trash changes are the removal of the big pack in the middle of the ramp. Even one of the big packs makes it that much easier.
Sorry if this has been posted, I'm rather annoyed still by the fact that Kael bugged out at 50% and we couldn't get our first kill tonight.
Edit: Oh, and you don't have to clear the patrol on the other side, it stops significantly further out and won't aggro when you're in the room. Seems like even attempting to pull the patrol will result in the entire 6-pull coming with it. So, all in all, 2 less packs to clear.

Same here. We've always be forced to have a mage use Invisibility so they could make a portal for Shattrath. Then it's just a matter of using the Medallion to portal yourself back. There are other workarounds, but regardless, it always seemed to kill raid momentum a bit. Glad to see Blizzard re-fixed this bug.

We had some people to key and killed Kael'Thas, as mentioned before there's 2 less roaming packs. On Kael'Thas - We haven't done this fight lately but it seems like Telonicus's bombs have a larger radius; also nether vapor seems to continue to tick for a while after the raid hits the floor. Don't know if this is new or not.

Shade of Akama is still quite bugged. Personally witnessed 1st pull not bugged, 2nd pull laugher mode.

He bugged for us tonight so it's at least still possible. Not sure if it's repeatable or anything but it can happen.
