2.1 - Seriously, if you don't know what you're doing, don't do it.
3 - If you don't have the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\ directory, you can download and apply this file to your registry.

1 - TcpAckFrequency - NOTE if you are running Windows Vista this setting may not have any effect - a hotfix is needed which i'm tracking down. This works fine under Windows XP

There will be multiple NIC interfaces listed in there, find the one you use to connect to the internet, there will be several interfaces listed (they have long names like {7DBA6DCA-FFE8-4002-A28F-4D2B57AE8383}. Click each one, the right one will have lots of settings in it and you will see your machines IP address listed there somewhere. Right-click in the right hand pane and add a new DWORD value, name it TcpAckFrequency, then right click the entry and click Modify and assign a value of 1.
You can change it back to 2 (default) at a later stage if it affects your other TCP application performance. it tells windows how many TCP packets to wait before sending ACK. if the value is 1, windows will send ACK every time it receives a TCP package.
2 - TCPNoDelay
This one is pretty simple (Discussed here)
Type "regedit" in windows "run.." dialog to bring up registry menu
Then find:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters
Right-click in the right hand pane and add a new DWORD value, name it TCPNoDelay, then right click the entry and click Modify and assign a value of 1.
Click Ok and close the registry editor, then reboot your PC.
Once you're done with the technical stuff (it probably won't take more than 1 minute if you're not too bad at it), you can finally get your reward.
Even if in this case, the fix was used to decrease a very high ping, it seems to work very well on low (~100ms) ping for some people (lowered to ~20 or ~30ms).
Your experience may vary, the first fix is supposed to work while the second one doesn't do anything since Patch 2.3.2. See: http://elitistjerks.com/602450-post5.html and following posts.

Entertainingly, honourary troll (I bet he takes off his shoes when no one's looking) XI made a greatly amusing thread about this whole thing that should be good for a chuckle or two. There's another (probably troll) thread about this regarding someone who had their account actioned. All their gear is gone and they lost 2,500G in enchants/gems and he lost about 120k worth of honour when he only botted roughly 50k. Apparently playing BGs naked is also an actionable offense too and I love the general WoW forum poster attitude of "afk botting is as morally reprehensible as stealing money in real life." and similar views.
Which is funny, because most of them are probably the same mouthbreathers responsible for PUGs being awful in the first place, depriving good players of the honour they deserve (just like afk botters!).
We did that for about 2 years, then The Burning Crusade came out, and we've been doing it again for about a year so far, seems it's about time for a change of pace and a real big update again.
Also "resetting" the gear helps even out the playing field which can especially be helpful for new characters (Ex. Deathknights) or people who want to get into raiding. Those who want to be on the bleeding edge will get back to it, but I don't think it hurts anything to do this. No items you get make you permanently great, you need to keep playing to maintain awesomeness.
I won't get into another one of these conversations too much, but the bonus that high-end raiders get is the items they have right now that allow them to be awesome. The gear gets "reset" from time to time, but if they still want to dish out the damage (or heals or tanking as appropriate), they know how to get back to the top and they might even pick up some new players in the process to help their progression.

Developpers don't currently plan on limiting racial choice for when you create your Deathknight. You don't turn your character into a Deathknight, but instead create a new one. (Basically, you could perfectly create a Gnome Deathknight even if your main character is a Draenei)
Chat bubbles disappearing when the interface is hidden
Ever since the 2.3 patch, chat bubbles disappear when you turn the interface off. This was changed intentionally, but in a future patch there will probably be a new option that will allow you to turn them back on.
Playing in Arenas / Hated reputation with the Steamwheedle Cartel
Some arena NPCs are intended to be on goblin factions and hostile to Bloodsail Buccaneers, but there should be at least one vendor and one arena master that is friendly to everyone.
Blade's edge mountain eating/drinking interruptions
The bug causing people to stand up in Blade's Edge Mountains and interrupting their eating/drinking was fixed but has been reintroduced with the 2.3.2 patch, devs are re-investigating the cause.
Undead female weapons misaligned.
In 2.3.2 when the weapons on an undead female are unsheathed, the mainhand weapon will angle downward, while the offhand will point straight ahead, parallel to the ground. This should be fixed in an upcoming patch.
Hemo should be doing less damage in 2.3.2 than in 2.3.0.
Hemorrhage is also normalized based on weapon type and speed so the amount of damage you do with an individual attack will vary depending on the type and speed of the weapon you are using and can not be directly compared to your main hand attacks.
Key-like items
There is no plans to change items used as a key like the Drakefire Amulet to let players put them on the keyring.
Paladins - Judgements
Judgement for various technical reasons is considered a melee attack and therefor can not be used while blessing of protection or divine protection is active. This is NOT a bug.
[Bug - Alterac Valley] Snowfall Graveyard
It takes more than the intended 4 minutes to capture the Snowfall Graveyard, it will be fixed in an upcoming patch.
[Bug - Druid] Abolish Poison
The combat log is not showing resists/failures correctly on subsequent ticks of abolish poison. The resistance is still being applied it's just not showing up correctly in the log.
[Bug - Druid] Natural Perfection
You shouldn't be able to trigger Natural Perfection by sitting to get intentionally hit by a critical strike.
[Bug - Mage] Frostbolt / Judgement of Wisdom
Frostbolts aren't triggering Judgement of Wisdom. This is a known issue and will be fixed in a future patch.
[Bug - Warrior] Whirlwind off-hand crits
Whirlwind offhand crits don't proc flurry or rampage, this is a known issue and it will be fixed in an upcoming patch.
Hammerfall Wind Rider Master
Urda the Hammerfall Wind Rider Master is bugged and currently hiding out from the rain beneath the platform that she normally stands upon. She should be returning to her normal position in an upcoming patch.
Hunters - Volley
The new graphic (introduced in 2.2) was causing performance problems and had to be temporarily reverted. The new graphics for Volley will return in a future patch.
Abilities triggering from crits
Abilities should not trigger from crits on sitting players, this is in the 2.3.2 patch notes but doesn't seem to be very clearly explained.

Along with a crapload of balance fixes (American Quad HT had its munition upgrade cost lowered, does more damage, suppresses more, Commando Gliders can only land in your territory and the reinforce cost is increased, Panzershrecks are less accurate, Rangers cost more to reinfroce). I can only imagine how much more fun this game will be.
Much better than that silly Supreme Commander game.

This is a good thing for bulk based protocols like web pages and downloading. It's not such a good thing for a real time game like World of Warcraft. A game is more concerned about latency (round trip time) than bandwidth.

2.3.2 didn't change my latency at all. I waited for 2.3.2 to come out before I tried the registry fix since it was supposed to fix it. I was still at 150-200 latency, usually the higher side.
With the registry changes I have yet to see my latency go over 100, most of the time it sits at around 70. I haven't noticed any drastic change in web browsing or any other network operation at all, but I haven't been sitting there with a timer comparing the changes. If it does it's easy to change back, just remove the registry keys you added..
Yeah, looking a bit further, by all accounts, Change #1 in the post above continues to make a significant difference for a lot of people. Change #2 does nothing and can be disregarded.
I'll concur with Gurg. When 2.3.2 was released I deleted the registry edits and then logged into WOW. My ms was in the 350-700 range throughout the first 2 bosses in Hyjal. I then logged off and entered in the registry edits. After restarting and logging in my latency was down to 150ms and has been under 100ms consistently every day since then. 2.3.2 did not fix any latency problems in my opinion.
The first fix that was originally posted wasn't to disable the nagle algorithm. They are 2 separate things. The TcpAckFrequency fix still reduces network latency for all games, including but not limited to, WoW. At least it did for me. The TcpNoDelay was the nagles algorithm which was supposedly disabled in 2.3.2.
What's the downside to the TcpAckFrequency fix, if it lowers ping in all games?
The TcpAckFrequency value determines how often TCP/IP sends an acknowledgment message.
If the value is 2, TCP/IP will send an acknowledgment after 2 segments have been received or when 1 segment has been received but no other segment has been received for 200 milliseconds.
If the value is 3, TCP/IP will send an acknowledgment after 3 segments have been received or when 1 or 2 segments have been received but no other segment has been received for 200 milliseconds.
And so on.
If you need to improve response time by removing the TCP/IP acknowledgment delays, set this value to 1. In this case, TCP/IP will immediately send an acknowledgment to every segment. If your connections are used primarily to move large amounts of data and the 200 millisecond delay is insignificant, you may want to increase this value to reduce the overhead of acknowledgments.
By default, Windows uses a value of 2 (acknowledges every other segement). The valid range for this value is 0 to 255 where 0 indicates that the default value (2) should be used.
Changing it to 1 could potentially cut your sustained download rate in half (if your upstream is so much slower than your downstream that your download rate is limited by your upstream). In practice the difference will generally be more like 10% on a typical connection, and in some cases it doesn't make any difference at all.
The downside is that you'll be sending more packets back across the line acknowledging that you've received packets from the other side. The grad networking class I took was basically all theoretical, but I think this feature will be good for anything that isn't real-time, like downloading. But for something like gaming or streaming content that uses TCP, I think it'll wind up making the networking more bursty, which is generally bad.
The downside seems quite minor, the only effect I noticed while using the registry changes is torrents seemed marginally slower. But then it simply could have been the torrent!
My understanding is so long as you don't have severely constrained upstream you should be fine.
At the moment using the linux/socat solution instead, seems to work even better - in game latency going as low as 150 ms from New Zealand.

Only took a year for them to come out with this obvious feature(2v2 ladder), but my CoH playtime should increase a lot now that my buddy and I can play ladder matches together. Also...
- US P47 Strafing run increased in damage vs tp_infantry_soldier - tuned strafing run and P47 weapons to improve effectiveness against enemy infantry.

Multiple people I trust have done the change and seen improvements. This is not some big conspiracy but a change somebody tried and found to work. Also the gains aren't minor, going from 400ms to 200ms is AWESOME.

At best, they're usually just witchcraft that doesn't really do anything (like the Windows XP bandwidth reserved for QoS hype a few years ago.)
