The lifetap tooltip now says that it converts 5% max hp into 5% max mp, however, it is still doing 5/15% as before.
edit: It was hotfixed like 15 mins after the server came up and only does 5% mp

In addition, the rank display is back, so the values are for rank 1. Checking out the warlock trainer now to see if there are more ranks.
Update: No new ranks available. This has to be a bug, 5%/5% is way too low to be useful at all.

It looks like a 15 second duration, it shows 4 seconds remaining with a tiny bit more than 1/4 duration left. Could be a way they're attempting to buff enhancement in PvP. Not sure how flametongue got changed but it's still most likely a significant DPS loss from windfury.

To confirm, the tooltip says 5% Max HP-->5% Max Mana, but it actually returns 15% Max Mana. Also, Improved Life Tap 2/2 returns 18% Max Mana. There are no additional ranks on the trainer.
Something is clearly bugged. I guess we continue to wait with baited breath for the "real" change.

It's done that since before 2.1.
I think their goal with every enh-related change was to try and get enh shamans to switch from WINDFURY EVERYWHERE to windfury mh and flametongue / frostbrand oh, and they've never managed to get the tuning right.

World of Raids has a screenshot of Rank 3 Life Tap. Showing 20%/20% anyone know where that came from ?

I just tested it on PTR with a random shaman I saw....and it doesn't seem to have that effect, at least on my First Aid.
Combat log looked like:
You are afflicted by Flametongue Attack
You First Aid heals You for 808 Physical
Flametongue Attack dissipates You
You First Aid heals You for 425 Physical
and another time
You are afflicted by Flametongue Attack
You First Aid heals You for 425 Physical
Flametongue Attack dissipates You
You First Aid heals You for 425 Physical
I have no idea what happened between those two tests--or how my bandage healed for double the amount that's normal....
Also, flametongue TOTEM does not leave this effect.

The flametongue 50% healing reduction alone should go a long way towards making enhance shamans pvp viable. Assuming a fast offhand, the shaman gives up a fair chunk of damage in exchange for a very useful debuff.
The shamanistic rage changes are a moderate PvP buff and large PvE nerf. They halved the duration and doubled mana gains but made it undispellable.
The toughness change is just weird. It's great that the devs are trying to make what is perhaps our worst talent useful for something, but spending 5 talent points for a 50% snare duration reduction (the armor is entirely useless) doesn't seem remotely worthwhile. Either the base talent's benefit should be redesigned or the investment lowered, likely to 2 points.
Edit: Yes, the FT debuff is currently broken. It appears to increase healing by 50% for now.

Well overpowered is rather subjective. There's probably still margin to bring them on par with warriors, so until then I'm not sure. I mean, they still lack a solid snare(rather long cooldown, dispellable, resistable, not very powerful, no "root" proc), they trade intercept for *gasp* instant ghost wolf, they can't sunder(but a part of their damage is magic and they can purge), the MS viability has still to be demonstrated, does flametongue proc a lot, can it be used only as off hand, is it actually dispellable(the screenshot seems to show it's not but well). The big positive point is they have their mini shield wall thing if they get assisted, which is much better than spell reflect+intervene out imo.
But in the end the question is would you take an enh shaman instead of a MS war? If the answer is no, then they're not overpowered, at the very best they're viable, in worst case they're a subpar choice but not as subpar as currently. If the answer turns out to be yes however, I could see some things adjusted a bit ^^.

I dont think that forcing us to spend 5 talent points on a talent that will have little substantive effect makes us overpowered. The talent will not let us get away from a warrior who is spamming hamstring on us, it wont get us out of crippling poison, it wont stop frost novas....I really feel like it is only marginally useful, and pretty sucky for 5 talent points.

Some Warlocks have Rank 1 which shows 5% health and 5% mana, which actually gives 15% mana, and others have the rank 3 version. You can't train the ranks either.
