It slows down the raid because you're much more likely to swap people in and out of a Kara raid than SH/SL. Except that even that point is moot because I think a lot of people are forgetting that you'll be able to summon people across instance boundaries in 2.4, so you won't have to run out and let people in as long as you have a warlock in the raid (Although given that it's Kara, that's less likely than most other raids).
So really, if you need an extra unkeyed Rogue on Aran, make sure you're bringing a Lock for Illhoof.

I always thought MD was constrained to group... does this mean this is no longer the case?

It was never constrained to group. For one thing, it can affect enemies, and enemies are not in your group.
Also, Drysc clarified in a followup post that it is indeed 10 friendlies plus 10 enemy targets.

It was never constrained to your group only but if there are 10 people under you mass dispel from 2 different groups it would do all of one group and not just 5 random from the 10.

Just to return to the FT change for a second--while it's true that there might be other ways than -healing% to make something viable in arenas, if you do want to reduce incoming healing in some way, I think they're going to have to stick with a 50% debuff. And the reason is, stacking. If, say, MS was -50%, and aimed shot was -1000, and FT was some bass-ackwards mana-burn-the-caster or something... first of all they all stack, which is bad. But second of all, rather than having a MS warrior or a hunter or a shaman, now you need all three to be competitive at the high-end. And while the first problem can be balanced against so that all three stacking is as bad as MS now, the second one can't be balanced against in an environment as small as 5 people (or less).
So while the FT change is unimaginative, basically any healing reduction effect now has to be a -heal% effect or become "necessary" in high-end arenas. There is, of course, no particular reason why anti-healing is what should make enh shamans better in arenas. But ant-healing has to be an MS effect or nothing, unless maybe it's a -50% healing done that doesn't stack.
Anyways, back to MD. As an affliction warlock with UA, any buff to MD is fine by me =).

Flametounge now has to stack to get to 50%. 25% first hit, 50% second hit.
You can now inspect members of the opposite faction.
Can't zone into the Sunwell Plaeteu it's telling me I'm not in a raid group or 70, both requirements I make. >_>
Edit 4: Doesn't seem like you can inspect members of the opposite faction if they're flagged for PvP.

Minor detail - you can get enough Sha'tar rep to be 5999/6k friendly without setting foot in a TK instance. All it then takes is to zone into Botanica - and you can 2 man the initial 2 pull trivially if you can get a mage, and marginally more complicated with other class options.
So, provided you can get 1 other person to help you - you can get honored Sha'tar by killing the grand total of 1 mob in Botanica, a heroic key and off you go.
And yes, I know this because I did this on my newly 70 shaman.

Rather clumsy fix. It does nothing for Enh Shamans who would be using a near 1.2s weapon speed when Flurried. It took me about 1 second to get both stacks up. For the other classes (Flametongue Totem) I guess your mileage may vary.
It's also still bugged. I tested it with a priest and he was healing himsel for 16k.

My impression is that that's the point. It stops me from dropping a full MS on someone as a resto shaman while running past.

On the MPQ Side of things all the boss voices were added, oh the spoilers.
There appears to be more dialog in Kil'Jaeden's fight then in Kael'thas' and that's saying alot O_o
Kil'Jaeden sounds awesome(Thank you for not repeating an Archimonde)
Lady Liadrin's voice actor is also win.
Kalecgos & Anveena sound how I imagined.
All the voices are top quality. Great stuff all around.
