If that is a 2.3 GM (Which it was, no icon), they don't know what they are talking about. Not only are they very much not authorized to talk about future changes (bullshit or not), they would not have any idea about such a change. GMs are very much not in the know about future changes, with rare exception.
If they let passive stats stay but kill the activated ones, there will still be racial imbalance. it just won't be the way it currently is. Forsaken sans WotF and Cannibalize, for example, have no major passives (other than 10 SR, but let's be honest here...). However, an Orc without Blood Fury still has Stun resist and Axe specialization.
If they want race to be a moot point in Arena setting, then all racials (active and passive alike) have to be disabled, plus everyone's character model changes to Human. Otherwise, there are always going to be things that make specific race/class choices better or worse than others.
And everyone's class changed to warlock, with their gear stripped off, and mods disabled.
At this point fair play and balance is out the window. It's more realistic to simply hope that blizzard sends me an e-card with a cute little puppy saying, "I'm sorry, we cocked it all up."
Calling race selection an 'arbitrary' decision from way back when is a bit of a bold statement as well. If I had known priests would suddenly be on the upswing as a dominant class and Paladins eat dirt for 14 months I might have not rerolled Paladin during TBC.
If anything, the only unfair factor is not every race can be every class and certain race combinations can't be together (no dwarf/tauren teams). The fact that racials exist isn't really all that unfair. It's the fact that not everyone has access to them all is.

It was fake. My friends character was restored with a GM tag so we decided to have fun with the wow forums, I never thought it would pop up here.
You don't even need that much effort to do this, you could just script insert the correct color/tag/text into your chat box and then screenshot it. Faking things involving the WoW UI is probably one of the easier ways to spoof anything.
Of course, if people hadn't realized that a GM wouldn't know these things or actually be telling them to some random petition in the first place, then I have a bridge to sell you...

Well I picked priest because I liked smiting things. Little did I know that they wouldn't be a DPS class at 60. Even littler did I know that they would be a DPS class at 70, but not for the reasons I liked. Still waiting for holy priest DPS to hit that magial 2k sustained so that I can go back to buttkicking for goodness.
I would imagine most of us picked our classes for pretty arbitrary reasons. Granted those of us with an EQ background were probably wise enough to realize that we'd eventually get pigeonholed but still. But you cannot tell me that 3 years ago you thought to yourself, "Well...if they ever implement some sophisticated dueling system whereby non-raiding players can acquire raid-level gear, it seems to me that a druid would be the most powerful class due to some abilities that haven't been created yet..."

No, I'm apparently agreeing with you. I must have misunderstood what you meant by it being a "bold" statement. I think most people that aren't rerolls really had no idea what racials would mean on launch day.
Honestly I picked Human because I figured 5 weapon skill would probably come up as kind of useful compared to the other racials at the time. That and I am pretty anti small race, and Night Elves just looked goofy.
But yea, racials should be less relevant these days, but its been a problem since the game released and people started PVPing.

Even if you did, most racials changed a lot since launch, usually being nerfed. And on top of that, there has been many evolutions in what made a good racial against a not so good one. Stoneskin is actually good for example, when at launch dwarves were bitching it fucking sucked. Diplomacy proved to be well worth it for any humans ^^. All the combat skills stuff were at different points of the game the best pve racials you could get(like to reduce glancing, and right now I guess they're not bad either).
Overall, it wouldn't be such a surprising change, but don't really care much about it.
Escape Artist is also quite useful in PVE as it can break a lot of frost effects, that also lower the attack speed and it breaks Mindflay, which was really useful when fighting C'Thun. I think it is the second best alliance racial for PVE rogues.

Loot seems to match what was on WoWHead from what I've seen.
Perhaps not the right place to ask this, but wouldn't it be an idea if there was a forum which opened just around PTR times, and then there were pre defined threads made by mods about different aspects of the patch? And then heavy moderations on those threads to keep the discussions on topic etc.
Right now the discussions in current format are all over the place and not very informative. Also things get mentioned several times or same issues get discussed at several waves.
I'd pay good money for a few disposable Death Knight undergraduates to taunt the demon off.
Jokes aside though, Kalecgos IS a very interesting re-hash on mechanics that have been seen before, and does it in such a way that provokes thinking/puzzle solving. Who says you need wildly new mechanics to keep the raid game fun and interesting?

i agree that this sprawling thread is not the best source of information on the patch. I think a wiki page with known facts linking to pertinent threads discussing them would be a better format considering how often new information surfaces and old information is changed.
MMO-Champion (and I'd assume World of Raids) has price lists and screenshots/stats of all the new badge items if you're really that interested. I wouldn't suggest trying to go to the server to check them out, just trying to get the tooltip for one item takes a good 20-30 seconds. Way too many people online now.

The quest reward is 12 gold and a unique scroll that offers a teleport from the island back to Shattrath City.
Edit: After about 10 minutes of testing the Blessed Weapon Coating, I got multiple procs of 45 seconds apart, with none any faster. It's going to take more testing to get a better idea, but that's enough for me tonight.
