I am pretty sure Ragnaros is Fire Immune or everyone would be busting out the Searing Totems.

15 blazing emblem or 18 hyper-radiant flame reflector
20 libram

7 cloak enchant
5 shoulder enchant

185 to 190 unbuffed FR

Zero MC drops required, and only one thorium brotherhood crafted epic. Minimal stats sacrifice.
