Finished Tides of War, Spoilers inbound!
Kul Tiras did come up, but in a manner that suggested Jaina has nothing to do with the formal home government anymore, aside form leading Theramore. Aethas Sunreaver claims that Thalen Songweaver and several other Sunreavers acted on their own accord, secretly supporting the Horde despite Dalaran's neutral stance. In the end, The Kirin Tor still refuses to get involved, even after a newly humbled Jaina takes over as the leader.
The book paints the rest of the Horde as disenfranchised and disgusted with Garrosh's latest attacks on the Alliance, especially after the Theramore Incident. Malkorok (the Blackrock Orc) starts off as a minor Bodyguard and adviser, but evolves into Garrosh's own Heinrich Himmler, including Stalinist purges of Horde Dissenters. The open killing of a Blood Elf Paladin and Forsaken ship captain galvanizes Baine and Vol'jin to finally tell off Garrosh. I can see them as the leaders in the anti-Garrosh movement that cultivates into the raid later this expansion.
Kudos to Shandris and Pained for breaking the Knaak mold on Night Elves. Pained humiliates Malkorok in combat, and for once doesn't run around with a glaive and leathers. Shandris survives the explosion, and will be a thorn in the Horde's side. Jainas Gnome apprentice doesn't come off as misplaced like i feared she would, Rhonin died with some dignity, fizzling out the Mana-bomb so that it detonates with a lesser yield that the Horde intended at the cost of his life. The Hordes place in the Theramore scenario is mentioned, however nothing of the Alliance scouting party present. Anduin is still trucking away with the Draenei.
