I know this bit of information:
Tier 2- Epic (purple) quality items:
Medium rating requirements
Costs Arena points
Equivalent to 10-person raid items
Tier 3 - Epic (purple) quality items:
High rating requirements
Costs Arena points
Equivalent to 25-person raid items
This tier will also contain Arena weapons
Why is it that it takes Marks of Heroism in order to get the T1 set which it says are only Heroic level, when Marks of Heroism also drop off of 10 man raid bosses, and the gear that is supposed to be equivalent to 10-man raids takes tokens from 25 man raids? Does this seem off to anyone? I think that they should change it to:
Tier 1: Honor OR Honor/Arena Points OR Stone Keepers Shards (This would make them more available to beginner players when facing people who have started gearing up for PVP, sort of like the PVP gear that was available for rep from the various factions once you hit honored.
Tier 2: As is but also accept Marks of Heroism, considering that 10 man raid gear should go with the badges you get from 10 man raids.
Tier 3: Obviously in the same trend, 25-man level gear should be bought with badges you get from doing 25 man raids.
Anyone agree?

No, the general design is that PvE shouldn't give access to the top PvP tier. Although yes, they messed up with archavon somehow.

I'd agree accept that the best PVP gear still requires a very high Arena Rating. The player would have to be just as skilled at PvP in both ways of getting the Tier 3 gear, accept that it would be more accessible to players who do more raiding than spending all day doing PvP.
Someone clarify for me please because I may be in the wrong, do you still need the arena ranking for Tier 2 gear if you buy it with Marks of Valor instead of Honor / Arena points? If you do then I agree too what I said before, if you don't need the rating then I agree that it makes more sense the way they have it.

Nope, bought my hateful shoulders today. They look like a trip back to level 60; I'd forgotten what it was like to have shoulders that didn't glow, spark, or have giant wolves on them.

That file is somewhat misleading in what it describes as the Head and Feet ilevel 200 gear, available with Wintergrasp tokens. The new gear that is available in those slots in 3.0.8 is not part of the Hateful Gladiator armor set; it is entirely new pieces, using the Titan-Forged moniker. See the mmo-champion news for details.
The same is true for the new trinkets available with Wintergrasp totkens; they are entirely different from the Battlemaster level 80 ones that require an Arena rating.
Essentially, Wintergrasp is providing "different but roughly equal" pieces of PVP gear, as promised.

Major stamina to bracers is 4x Greater Cosmic Essence, 4x Dream Shard, and 4x Abyss Crystal.
Titanguard is 12x Dream shard.
Kinda surprised it hasn't been noted anywhere I've seen so far, but the majority of WotLK enchants had their materials changed. Guessing it has gone unnoticed because of the total lack of participants on PTR.

General
* Creatures now give full reputation when killed, regardless of player level compared to theirs. Examples: Argent Dawn, Cenarion Expedition, Sporeggar, Timbermaw Hold
When this PTR build goes active, I would very much appreciate it if anyone could check MC/AQ20/40 trash, outland dungeon factions, MH and BT trash and even the goblins south of Ratchet. (Why I won't/can't do it myself; I would have, but I'm stuck with my parents-in-law and my GF's laptop for the next week-week and a half.)

Fantastic change, and certainly one I've been waiting for. It didn't make any sense that I'd get less glory for killing Hakkar at a higher level. After all, what does my level change the threat he poses to Azeroth? Now all we need is a buff to Diplomacy (I'd gladly sacrifice my other racials to boost it by 10% per sacrificed racial if I had the choice) and I'll be set.

So I got bored and jumped on the PTR and went to Wintergrasp.
The 3 towers on the Southern end now give +5% damage to the defending team upon destroying them(A total of 15% if you destroy all 3).
However this buff doesn't appear to apply to siege vehicles or anti-personal cannons.
In addition to that, there's a new daily quest to destroy 1 of the 3 towers when you're defending gives the same honor/keep shards are the merciless/stop the siege dailies.
Damaging a tower gives you 125 honor, destroying it gives you an additional 125 honor.
There's 3 ranks now for participating in battle:
1st rank you start with, and gives you no siege rights, and rewards 1 Mark of Wintergrasp
2nd rank requires 5 kills and gives you catapult capability and rewards 2 Marks of Wintergrasp
3rd rank requires 15 kills and gives you access to all siege and rewards 3 Marks of Wintergrasp
Obviously you get the marks upon winning or losing, so long as you participate you always get 3 marks, regardless of if you win or lose.

Testing Ice Prism... not sure what skill you need to get it, but 451 is (unsurprisingly enough) high enough to learn. It has a 20 hour cooldown, and gave me a Monarch Topaz, Scarlet Ruby, and Dragon's Eye.

Are they just scrapping flying vehicles entirely? I believe that was what Rank 3 did in beta.

They probably need to fix the current wintergrasp lag before they worry about adding more stuff in. If i recall correctly flying vehicles were removed due to too much lag.

Reputation rewarded for killing mobs will no longer automatically deprecate. This means trivial mobs will continue to give out their full amounts of reputation on kill for the majority of cases in the game (level 70 creatures in Stratholme, for example, will continue to award the full amount of rep to level 80 players seeking to boost their Argent Dawn faction).
|
I hope this also means that we can grind those same trivial mobs to Exalted, instead of having to store up our Scourgestones/other rep items and save them for the Revered > Exalted slog.

On the one hand, this patch is not introducing any changes to the rep cutoffs for rep gains from mobs. But on the other hand, the change you're talking about was already put in place a while ago, for many mobs -- it just still wasn't worth it to do it, due to how small the gains per mob were.
Yeah, Scholomance and Stratholme runs are going to produce an awful lot of rep now. And I predict a resurgence of popularity for AQ20, due to CC rep (which has an achievement associated with it). Maybe even AQ40, ZG, and MC.

Remember MC has a cut-off point too with the mobs. =o
It took a very very long time to get exalted with them in Classic. 100 rep for each boss, 150 for Golemag, 200 for Rag, 20 weeks of full MC clears.

Does anyone know if the titansteel tanking boots got buffed? I know the helm did but it seems weird they'd buff the helm but not the boots.
Also, will already existing tempered titantseel helms get the sockets added when the patch hits or will they remain unchanged? Dunno if that's a stupid question or not, but I know in the past they've changed items and not done so retroactively.
