I'm surprised they didn't use itemization to be the difference between 10 and 25 man loot.
They've already used this method with iLvl200 epics to make sure Naxx items are better than heroic/rep ones.
Nearly every Naxx item has 1 extra stat on it and are upgrades to the heroic/rep ones. (This is from my experience with feral loot admittedly)
Min/max-ers would still go for the best items, which would be 25man, but you'll have less of a performance difference and hopefully no issues about iLvl's and achievements as the outgearing issues would be lesser.
It would be in line with their statement about having a viable 10 man progession path.
For perspective, I'm in a guild that does 10man on our own and 25man in an alliance of 4 guilds that has been around since MC.
Don't get me wrong, we're very much happier with the amount of 10man raiding we can do in WotLK, but if there was a leveller playing field on iLvl (plus a more comparable selection of items), we would focus on it even more.
