Thanks Zaq but that was exactly my point.

When your average tank activates shield block they are guarenteed to not get a crushing blow/crit no matter what block% you have. You don't need 25% to block because your dodge/parry/miss have priority in the table and will generally eliminate CBs and crits from the table (when shield block is active).

Therefore increasing your block chance does not reduce crits/crushing blows. The 25% figure should not be something tanks are aiming for if the system works how we think it does.

As for the druid mace, it's a significant dps upgrade over bloodlord's. Thats a big plus on the aggro side of things.

You give up a small amount of stamina and armor for a decent amount of defense, a large amount of strength, and a huge amount of DPS. That's pretty much all there is to say.
