No, it was definitely cancelled. Blizzard doesn't want to make too big a deal out of it obviously, but it's like Warcraft Adventures -- just much further along in the production cycle.
It was by all accounts pretty close to done. It just wasn't groundbreaking as a game.
At this point Blizzard loses less by eating all the production and marketing costs than they would by releasing a title that isn't certified AAA.

I wouldn't hold my breath. Short of making PoM/Clearcasting innate, I don't really see it being any more viable than it is now. It might be made to be MORE attractive than it was, but a troglodyte with a nice rack is still a troglodyte.

Blinga and I agreed that the best thing to do is make arcane power a skill and make polymorph the new 31 point arcane talent.

Arcane Power needs to be massively nerfed or removed from the game, not made into a skill :angry:
Any ability that lets you do 5000+ damage with a single spell, will always be massively stupid and unbalancing. As Mage gear/spells gets better, the Arcane Power "problem" will only get worse. One way around it would be for AP to increase spelldamage by a fixed amount, rather than a %-increase.

Hmm. Making IAE innate already makes the 30frost/21fire spec that abuses ICoC and Blastwave much better - one of the biggest problems I had with the spec when I tried it on Zappy was closing out fights - you'd burn all your instants, and be waiting like 3s for one to cool down so you could do that last little bit of damage, and in that time they'd do Action X that won them the fight. In retrospect Improved Fireblast probably would have been really really good in that build.
Also, any bets as to where the mage version of Spiritual Guidance ends up?

maybe a 3 point 25% of int for each of the schools respectively.

They aren't going to do that. They just gave Priests a targeted %-increase spell in the last patch, so, unfortunately, they don't seem like they want to get away from the % modifier paradigm.
