I didn't notice the bug section before. It seems they will cap mana regen in combat to 100%. Well, it was a fun bug. I like this one, - The range for resurrection is the same whether the target player has released or not, that was always annoying.
Also, I am interested to know the new PvP 12/13 stats (Blizzard said they would change they from what it was initially on Test).

Was that Blizzard's way of referring to continuing to cast while having Innervate on you? Or are they referring to Meditation + 3 piece Trans + Blue Dragon Card proc stacking?

I think it'll affect Innervate and Evo and such too.
Basically, chracters have two mana-regen related modifiers:
Mod Power Regen
and
Mod Interrupted Mana Regen
The former is a modifier to base mana regen. The latter represents the percentage of the former that a player gains while under the 5-second rule.
Meditation/Arcane Meditation/3-piece Trans all increase the latter value by 15%. Mage Armor increases it by 30%. The Blue Dragon proc increases it by 100%.
Effects like Innervate and Evocation increase the first value immensely, while also increasing the second by 100%.
The intended effect is meant to be "Your base mana regen goes way up, and for the duration of this effect you get full mana regen while casting."
The problem is that the modifiers to Interrupted Mana Regen were additive and could go past 100, meaning that you gained more mana while under the 5-second rule than you did otherwise. So if you are a priest with Meditation and 3pc Trans, and a druid innervates you, your Mod Interrupted Mana Regen value is now 130%. That means that you get 30% more regen while casting than you do when you haven't cast a spell for 5 seconds. That was clearly unintended. As an extreme example, if you got an innervate while you had the Blue Dragon proc on you, you'd regain mana as if you had two Innervates at the same time, provided that you kept casting.

It's back to it's original stats, so as Gurgthock predicetd, it was probably just an error in the item database.

Priest set remained the same. Or at least is so minimally changed I can't tell the difference. Still plenty of wasted mana/5.

I am happy they are making changes rather than worrying about grammer.
You can pull the next wave without waiting if you really wanted to.

Shadowstrike: The cooldown on transforming this item is now always 60 seconds.
Thank god they fixed that. lol.
Swarms of Eels have been spotted off the shores of Ferelas, Tanaris, Azshara and southern Stranglethorn.
Stonescale Eels wont be such a pain to farm anymore??

That depends on whether the schools will appear at all time of the day or not. It's not like you couldn't get 20 Eels an hour if you fished at, like, 0200 server time.

When a wave is dead, the next wave gets pulled automatically, so anything that makes for a faster wave kill makes for a faster encounter.

Fast != Non-Tedious.
I would have preferred that they buff up the individual waves, give them a few more "cool" abilities different between waves, but have fewer damned waves.
Having to put up with, essentially, the same thing between waves for 8 waves is something I, personally, find highly tedious.
