If you could allocate item points to pet improvement and there were full suits of such that you could wear, such as the beastmastery gloves in the Hunter Tier .5 set that gives you 2% pet crit, there's no reason it couldn't be. A pet is essentially a naked rogue with only sinister strike and sprint, and a white weapon.
If hunters could wear things that improved the pet, the talents in the beast mastery tree actually scale the pet very nicely. The problem is the pets themselves don't scale, so your power is fixed at 60.
One possible vision of a beast mastery specced hunter would be the actual hunter wearing mostly int and +pet gear and auto-shotting for some added dps while keeping his pet healed and cured of stuff via mend pet, while the pet does the lions share of the damage. He'd be mostly responsible for himself due to a hunters ability to cure all 4 afflictions on his pet, and depending on how well the pet scaled he might do decent damage.
Of course none of that stuff exists so beast mastery is good for leveling but a total joke at 60 once you're past greens.
