If you look at the Combat Swords / Combat Daggers spreadsheets available elsewhere in this forum, and play around with gear allocations it becomes a bit more clear, I think.
Effectively, the 8/8 proc on bloodfang is worth approximately 13 dps. If the rogue in question is 8/8 or close to it, it requires the first three, the more accessible, pieces of Death Dealer to get equivalent dps and make it worth breaking the 8/8 bonus. That's assuming you leave the other five slots filled with bloodfang.
Given the normal dkp worries etc., rogues with a high number of bloodfang pieces may feel it a better strategy to just wait for T3 instead of "wasting" the dkp on T2.5 and the sundry filler pieces which work better than bloodfang in the three other slots. For guilds that were just getting into AQ40 when Naxx was released this might be particularly relevant. For those that had AQ40 close to farmable at the release of Naxx, it may be less so?
In short, if you're working on AQ40 and Naxx both, then why take T2.5 when T3 is almost as attainable, and clearly superior?
