After a brief search I couldn't find this on the internet, so I sat down and did some testing myself. I have 16 data points ranging from 30% health to 90% health, and I've found the following:

Haste% = -.3*(HP%) + .4

Thus 40% health is where Berserking reaches its peak of 30% haste.

EDIT: The equation is wrong but the percentage is right

What? at 100% health you have 10% haste? And how can a linear function max out at 40% health? Looks to me you get 40% haste at 0% health.

It has a hard cap of +30%. It yields a larger and larger benefit going down from 100% to 40%, then at 40% it's +30% haste, and gets no better than that.

Seems like that would own pretty hard for Patchwerk, just take a slime dip before the pull and get down to 100-200hp and use Beserking for the full benefit throughout the fight.

Damn trolls.

http://thottbot.com/?i=5907 works a bit better IMO, at least for any mana using class :P

Damn trolls.
Like was previously said, you only need 40% health to get the max haste. Removing all your gear then requipping it may prove safer if you want to start a fight with max Berzerking.

Millions of words are written annually purporting to tell how to beat the races, whereas the best possible advice on the subject is found in the three monosyllables: 'Do not try.'

Absolutely, damned trolls. Except it lasts 10 seconds with a 3 min cooldown and 10 energy/5rage/7% of base mana. Not all that great. It's a small dps buff that looks better then it is, but it's mostly fluff.

Really iTunes? Free downloads while supplies last?

This gives 28% haste at 40% health.

It would be 33% hp for 30% haste.

Three minutes. So yes, you take a dip in the slime and get a nice little burst.

Hmm, you're right, I had a brain fart. I wonder why the tooltip was giving me full haste as high as 39-40%? Either the tooltip was rounding or my formula isn't right =). I'll have to check on it after work, unless someone beats me to it.

Actually, I'm going to disagree about it being fluff. For a mage it's a fantastic complement to, say, a ToEP because you can activate the 2 together and get a nice boost. It also shortens the global cooldown, making it excellent for scorch spamming fire mages.

Remember the BWL epic trinket for mages (which, according to theorycraft, is as good if not better than Arcane Power in terms of a damage boost) has a similar effect. Except the trinket's cooldown is longer, and it can't stack with anything else.

For PVE, that's quite handy.

Sorry for jumping on the thread so late, but yes, it's 40% HP for full 30% haste Berserking.

I came up with the formula awhile ago and made it into a mod. It hasn't been updated in months but still works if you ever wanna look at it for whatever strange reason.

Ah, I completely forgot about this, thanks for following up. So my percent was right but my equation was wrong, good deal.

Apart from Demonic Runes and Dark runes ( i assume they are on the same timer )

Are there any other kinds of consumables that can take off some life quickly?

Not that I'm aware of. Just the ol'naked to full gear swappage is the other alternative.

Well, if we're talking hunters here, here's some info for the non-troll players. A naked to full gear swap brings me to 27% Berserking with 60% Mana. Popping a rune at that point would possibly push me to 30% Berserking. Is it worth FD'ing when you hit 60% mana to swap gear and miss out on one to two potential shots? That's questionable. On phased DPS fights like Firemaw, Chromaggus, and Instructor... definitely yeah.
