For spot competition, you could always give first priority to those with decent resists and that have their CTProfile updated. That would encourage all your members to create a profile. Having a class leader maintin a list or just having a "Post your resists" thread on your forums would work as well.
As far as determining what is resist gear, in my guild, most pieces seem to have +15 or greater to a resist. Things like Black Ash Robe and Beetle Scaled Wristguards. A good example of something not considered cap-raising resist gear would be Dragonspur Wraps. Sure it is a total of +20 resist but 4 in each is just too lackluster in PvE. Items like that end up having a low value anyway so they usually go for downgrade or wind up being a down payment on a better piece that you will upgrade to later on.
