To be fair, Furor had a valid point about the Rathe Council being an 80 person raid to get attuned to the next raiding tier, which was limited to 18 people and not instanced like we're used to now so you couldn't exactly split your raid up into four smaller ones and just do more than one group at a time.

My guess is that this comes down to gear. Because ToC had a staggered opening, by the time heroic modes were open, people had more 25-man and even 10-man gear than then they did the first week or two of Ulduar. Then you toss Onyxia and the Emblems of Conquest change in. When you factor in that Uld25 Hard Mode loot is higher ilvl than ToC10 loot, more raiders out-gear ToGC10 now than out-geared Ulduar10 hard-modes a month after launch.
