Hmm, sure about that? After respeccing (even if it's from MM), your character pane DPS drops. Obviously, there's nothing else than Ranged Weapon Specialization that can be the cause of this, since it happens even with Trueshot Aura disabled.
Adding points in Ranged Weapon Specialization makes your character pane DPS go up again.
The listed DPS is before anything specific is calculated. So, no armor is factored in, it's damage against mobs with no tags (so Slaying talents don't affect the listed DPS, nor does troll racial, nor +stats vs MobType). Other than that, I assume, it's the exact same formula as used for Auto Shot.
Ranged Weapon Specialization does not affect ammo in the listed DPS, so I don't think it does on any shot.
For reference, these are the formulae I use:
Auto Shot damage: SlayingMod*(AmmoDPS*WeaponSpeed+RWSMod*(RAP/14*WeaponSpeed+Scope+AverageWeaponDamage))
Aimed Shot damage: SlayingMod*(AmmoDPS*WeaponSpeed+RWSMod*(RAP/14*2.8+Scope+AverageWeaponDamage+AimedShotBonus))
Multi-Shot damage: BarrageMod*GSMod*SlayingMod* (AmmoDPS*WeaponSpeed+RWSMod*(RAP/14*2.8+Scope+AverageWeaponDamage+MultiShotBonus))
CritDamage (all shots): HitDamage*(2+MortalShotsMod)*SlayingMod
Factoring in crits (all shots): HitChance*HitDamage + CritChance*Critdamage
AimedShotBonus = Depends on rank, max 600
MultiShotBonus = Depends on rank, max 150
MortalShotsMod = Assuming every hunter has this maxes, so 0.30
SlayingMod = 1 if no Slaying is applicable vs target, max of 1.03 dependant on talents if it is.
RWSMod = Depends on talent spec, 1 if no points in RWS, up to 1.05 with 5 points in RWS
BarrageMod = Depends on talent spec, 1 if no points in RWS, up to 1.15 with 3 points in Barrage
GSMod = 1.15 if 8/8 Giantstalker bonus, 1 if not
