Interesting observations, but sadly inaccurate.
Best elemental +dmg - Midnight Haze (Grobb) + Therazane's Touch (AV Exalted) I left out End of Dreams as it's a contencious one.
Best +heal - The Widow's Embrace (Faerlina) + Lei of the Lifegiver (AV Exalted)
Best Mana/5s - Gm/HWL Mace + Digested Hand of Power(Gluth)
A shield figures into none of those. Yes there are good shields but they are not the BEST.
A shield is only good for increasing your AC, and physcial damage is situational. Like I said have a shield handy, and swap to it when you need but why use one ALL the time?
Now back to the derail.
I've seen a little improvement with the Chain Heal change, but then again I used to make sure I targetted someone outside my group a lot of the time. The change just makes group setup a little easier.
