Patch notes say something along the lines of this:
Curse of Tongues - Targets immune to the slowing effect of Curse of Tongues will now be immune to the debuff.
Basically, if CoT doesn't slow down a mob's casting speed, you won't be able to land it.
My guild used CoT on Anub'rekhan to slow down the Locust Swarm cast, last reset it
appeared that he was casting faster, which caused our MT to comment that perhaps CoT was no longer working (even though the debuff was clearly on him). We pulled him today and experienced the same CoT Immunity that you did (CoT wouldn't land).
While I like the change to CoT overall, removing Warlock utility from the Anub'rekhan encounter doesn't sit right. It's one of the few bosses where our debuffs made a noticible difference. If anything, there should be more places where short-duration high impact debuffs play a role.
