Testing with 3 hellfireing locks in Org shows that having 8/8 EF procs the 5/8 refund way more then 25% of the time.

The line in the patchnotes must refer to a bug unknown to me, where you could get multiple refunds from the same cast.

That is all.

They said they capped it to once per cast. From your observations it still has 3 chances to get that one proc. So if it always bounces twice you have a (1-.75^3) chance of getting the refund or a little under 60%. As far as set bonuses it is still nice except that you are forced to wear 3-4 pieces of really dated gear.
