All the mages in my guild are frost mages so I decided to go full fire just to try it out. I noticed a nice increase in dps but a lot of my spells are now getting partially resisted, with frost i would occasionly see a resist every 20 spells or so but never partial resists. I have +12 to hit including talents, is there anyway to stop or reduce these partial resists? Maybe "reduces the targets resistence to your spells by x" gear? If this has already been posted about please direct me to the proper thread, thanks.

There are a couple posts about this. Pretty much, 61+ mobs have an inherent spell resist that works on non-binary spells. That's why you did not see it with frost but see it with fire.

http://forums.elitistjerks.com/viewtopic.php?id=7775 has the information I believe.

Yeah, that's just a level difference, you'll get partial resists because all Frost resists are binary. You'll be wanting +hit gear, since it's a level difference.

I was under the assumption that partial resists can be avoided with spell penetration and full resists can be avoided with spell hit. I should pay more attention to mechanics.

Actually +hit does not affect partial resists, just full resists. This is much like glancing blows so you would need +skill (or some mechanice of that sort) which is not available.

Spell penetration only affects resists that the Mob has, not level inherent resists. That cannot be reduced at the moment.

So you have 3 things
Mob Resist - spell penetration helps
Level Resist - you're screwed
Level Miss - +hit helps
