Sorry if there has already been a definitive post about this, I couldnt find it. I'm curious if this has been fixxed to work with ranged attacks yet. I've heard rumors that it has, can anyone confirm this for me absolutely?

It works on ranged attacks, yes. Elendril was rhapsodizing about his after he got it, and if you look at the spell in thottbot it applies to both: http://www.thottbot.com/?sp=29604.
