If you run Amulet of the Fallen God through http://wow.tachyonsix.com/itemMaker/index.php the result is that it's 3.24 ilvl's under budget. It's a nice neck, but for something that comes off of C'thun it is rather disappointing.

I've found that 3 ilvl is a fairly normal margin of error for endgame epics. It's a bit on the larger side of the normal scale, but it isn't anything that I'd consider out of the ordinary. It's also entirely possible that there's some margin of error that Hyzenthlei didn't catch (though the original work was most impressive) which leads to discrepancies like that.

Regardless, in my opinion, items don't tend to really be worth considering "misbudgeted" unless they're something on the order of 7+/- ilevels off of their intended target.

A good example of this is Arlokk's Grasp, the offhand fist weapon from the panther in ZG. It has the DPS of an ilevel 58 weapon, but Blizzard lists it as an ilevel 65 weapon. Its "mate", Thekal's Grasp has the DPS of exactly a level 65 item, making it dead on budget. I've contended for a long while that Arlokk's Grasp is misbudgeted, but Blizzard has yet to even acknowledge it.

Edit: I just ran the Amulet through myself, and it came up 1.85 ilvl under budget, which is even more within the normal margin of error. They could have added 1 STA or 2 healing to it and gotten it right at about 88, but they didn't. This is LIKELY because "+57 to healing spells" isn't as simple as "Ok, this item grants +57 to this stat" - such bonuses are actual spells. IE, there's a +57 to healing aura in the database, and the item is given the ability to bestow that aura upon the wearer. Bumping the healing by two points would have required the creation of a +59 healing spell in the database, which the item would have then been linked against. If the +57 already existed, it's not unlikely that the item designer said "Eh, close enough" and re-used the existing spell rather than going to the trouble of creating a new, slightly different one.

If he did the stam first (it's not unlikely that Blizzard has guidelines for "x amount of stat y for class z at ilevel w"), then went on to the healing, then it's possible that he just left it when it was close enough. I don't think the item designers care quite so much about squeezing every last drop out of the item budgets as you and I do. ;)

Usually I'd agree with you that it's not that big of a deal, but when the item is so highly specialized you encounter a lot of wasted ilvl's and when you have further waste from it being seemingly underbudget ... argh?! You could put 5 spirit/intellect on C'thun's necklace for those 3.24 points.
