I'm the recruitment officer for my guild. We make no promises to transfer apps. I tell them up front that they will have to go through the application period like anyone else. We also don't do package deal apps. I do, however, usually take a look at a transfer apps credentials (gear, raid experience, why they are leaving their current guild, etc..) before they go through the transfer if they try to talk to me first. If the person will obviously not be a good fit, I tell them right then and there to save them the transfer fees.
