The runes are extinguishable. However, the associated boss will re-ignite them if left unattended.
I had the opportunity to test this, when my guild was using a (now revised) Sulfuron Harbinger strategy that pulled the adds off and tanked the boss at his spawn location. It was a lousy strat and tended to involve wiping lots. As one of the MT's healers, I was up on the platform - the usual happened, add-tanks died, adds got loose. This time, they didn't immediately turn around and eat the MT healers - our usual point-of-guaranteed-wipe as Sulfuron flattens the unhealed tank and then the rest of the raid - but went after the main raid camp instead. Hearing a wipe called, I figured I'd put the rune out before I died, to see what happened.
It reignited, and I'm reasonably sure it was as the mobs were resetting. I could be mistaken, I was sighing and asking warlocks for summons back for the "MT Team... again".
This is a fairly recent observation - within the last two months. It's only been about a month since we junked that strat in favour of something that actually works.
