You are doing a good job even asking for feedback. I think serious enhance shaman will nearly all be duel wield, and if I was to attempt what you are attempting, thats where my focus would lie. Start with weapons accessable now.

Just one note- unless they change JoW/BoW, there's some question in my mind how much mana a raiding shaman really wants to have on thier gear, assuming Shamanistic Rage is worth 41 points (and it might just be bad, it's not like that tree needs a lot of love at this point). So some mana light/free pieces could be quite sexy, if the recovery options are good.

Are you absolutely certain of this?
This directly contradicts some stuff I've seen.
Edit:
Clarifying, I mean that a shaman's WF selfbuff is NOT eating charges of flurry that I'm aware of (currently I do not have flurry so I cannot just test, and 100g just to test this seems excessive). I have never tested HoJ or WF totem.

I'm going off warriors, you're probably right in the selfbuff being different, but there was a major discussion in the warrior DPS spreadsheet recently about it where it was determined that yes, the totem and HoJ/etc. things eat charges, I don't have personal experience with WF weapon, so can't say, and if WF changes like we're hearing, then I'd say it's almost definitly not going to be an issue (although whether WF crits on the new WF can proc flurry/rage would also be up in the air).

well I have the next closest thing on it, one of the fellow enhancement Enthusiasts Geequit made an EEP or Enhancement Equivalency Points Calculator and I posted it on my guide. I'll cross post the link to it here for ya.

I've seen the EEP before, but it was more a rough guide of 1% crit = 10 str, which is a decent way to roughly judge, but I was more looking for hard numbers. Things like 14 AP = 1dps, etc etc. For example, exacly how do you translate your Attack Power to DPS? We should take a look at some of the Warrior/Rogue spreadsheets, imho.

Its a not so subtle (or particularly cordial) comment which probably meant:
1. At present, enhancement is a hobby build; and
2. a Severance in the hands of a shaman running around praying for a 20% proc to do significant damage is not as scary as a Severance in the hands of a warrior.

I think your guide is getting a little too long to be organized by instance. What would be excellent is a listing of gear for each slot, ranked by quality.
No love for spirit eh? It really is quite a poor stat for raiding shamans but I loaded up on it when I was levelling and I would do so again. When you're focussing on melee as your main source of damage you can work in some nice spirit breaks. At the same time I think you perhaps put too much emphasis on stamina, you only need more stamina when you run out of health. For a shaman this rarely happens before we run out of mana. It isn't a stat that adds any efficiency although I will admit I load up on it for PvP where you need 4.5k+ hp to keep up with the raid geared DPS classes.
Weapon Enchant section?
I think hybrid gear is worth a mention, I don't think a single piece of my raid dps gear is mentioned in your guide. True its not optimal pure enhancement gear but its gear shamans are allowed to loot.

Sure, I pop both my trinkets when I go in against quite a bit of the naxx trash (shades, gargoyles, necros, etc). I have half a dozen other trinkets on me I can choose from if resists aren't needed.

At present, MS is a hobby build and I could see many guilds handing out weapons like Severance to Shamans if their DPS warriors are happy with dual wield (or already have it/have better). Comments like this aren't productive, he may as well have typed "hunter weapon" 20 times and contributed as much to the topic.
Depending on itimization, I would think that hybrid gear would be a necessity for Shaman DPS, whether you're elemental or enhancement, it's a simple matter to increase your DPS by adding a couple Shocks inbetween swings. Shaman specs always seemed more "This is the area I'm focused on and where the majority of my damage comes from" than "This is what I do, I hit things" like it is for Druids. I'm sure there is gear out there (ex. stormcallers and the PvP sets) that will net you more DPS from being able to toss out an extra 2 shocks at +50 damage than an AP/Crit item like Scaled Sand Reaver Leggings (maybe a bad example ...)

The exact formula for your dps with wf and all the talents and the current wf mechanics is:
1.1*(1+0.3*(1-(0.8*(1-C)+0.2*(1-C)^3)^3))*(1+C)*(14*W+A+133.2)/10
W=Weapon dps
A=Attack Power
C=Crit
The calculations are sticked on the europe boards. http://forums.wow-europe.com/thread....16591699&sid=1 . The spreadsheet is not upto date since the guy that ninjaed the thread has disappeared. Deduct 5.6% for parrys if in front, 5.6% for dodges, upto 5.6% whatever your miss is, some for whatever armor the mob has left.
To answer some of the other questions raised here.
You will do higher dps with DW than a 2h.
You will want to use the fastest weapons you can, not a ss build.
The value of +hit compared to AP, crit etc depends on your current values of these attributes.
Swing speed enchants can help you more than stat enchants.
The single best dw enhancement item for dps imho is Edgemasters Handguards.

You do realize that a ton of stuff is changing in TBC and you're basing most of your assumptions on current formulas right?

Locks and hunters dont scale well. But they must be slacking big time for an enhancement shaman to be beating them.

Aye folks I agree with a lot of peopel here that we're really going to need more hard data before I can add to the guide. I really appreciate all the DPS spreadsheets that have been coming my way because that's going to be really helpful in making my guide better. :)
Ok, so what we have at least in my eyes as the biggest obstacle to figuring out good gear is how they've been chaninging windfury. Yeah the supposed two atacks being merged into one super attack is a big thing along with whether the offhand can proc MH swings and all.
Hopefully we can get our hands on some concrete data soon, so I won't be completely in the dark come expansion time.

Got a link to your gear/spec? I'm currently 0/20/31 and I usually only get to the MT in dps with 892 ap, 25% crit and using a severance.
As for the rest of the discussion, I think it's safe to assume that all the current dual wield rules will still apply and OH WF procs OH hits. OH WF proccing MH hits sounded like a bug.
Also, what are the best weapons to use for dw enhancement? Slow/Fast?

Would they not have to re implement how most of the DW combat works to prohibit OH WF proccing MH hits? Sword spec, HoJ and flurry axe all proc MH hits from the off hand, no? I'm not saying they won't change the effects, unless there was something posted about DW in the expansion that I missed (seems likely.)
My two cents would be that the power of an enhancement shaman in TBC is the ability to constantly buff your parties attack power, the ability to do this requires crits and fast weapon speed, felstriker seems like a very nice choice for a 50 to perhaps low 60 shaman for this purpose. Keep in mind that the biggest benefit the enhancement shaman can give will not be linked to thier own personal dps but to this buff IMO. I would favor faster weapons even if it hurt my personal dps if it increased how often the buff was up. The other point of note that I don't see in this thread is that enhancement dps will still need to be 20% lower than that of the nearest fury warrior simply because of aggro generation and the lack of any passive aggro mitigation, unless devestate is all that and then some.

What I would wear if I was going to be a PvE enhancement shaman. I'm praying that by TBC, Blizzard fixes the itemization problems they're facing with weapon skill bonuses (making it far, far, far too overpowered) and either gives us more epics with it or devaluing how much weapon skill does. If neither of those happen, I'll probably find a new axe to slap on my main hand and wear edgemaster's. However, my ideal setup includes the above profile. My AP isn't as high as I'd like it to be but a shaman's main role isn't just to DPS but to bolster the DPS of his own teammates. Plant down a GoA and I think I get 33% crit as well as 11% hit to gear plus the 13% hit from talents. Right now I'm just trying to maximize how much hit I can attain and then go from there.
For DPS purposes, dropping stuff like the ony neck or the outrider's chain leggings for a naxx neck or the AQ40 legs (which I already have) would probably serve my personal DPS better as well as boosting my AP for nearly 100 more. However, this loses 2% hit and a lot of agility in general so my gear is built around keeping Unleashed Rage/Flurry up as much as humanly possible. As soon as I start having experience with how much flurry/hit I'll realistically need to keep those up, I'll start dropping stuff for AP/str in general (AKA Therazane's Belt). I already know from my experiences with 2H DPSing stuff like drakes or Noth that my flurry would stay for a ridiculous amount of time, but I don't know how much misses from DWing punishes flurry, so I don't want to risk anything until I see for myself.
Of the things listed on there, the only things I'm missing are: Ghoul Skin Tunic (going to get the next drop), Castigator (next drop), Cloak of Concentrated Hatred (passed this twice to DPS warriors, will get next one though), and obviously DFT (only non-realistic item I had the balls to put on my profile. It's nice to dream). However, everything else I already have so I'm set for at least early 60-65 level instancing as a enhancement shaman. Hooray.
All that being said, I don't think it really matters a terrible amount to get the "perfect" DW gear because I have a feeling Blizzard will finally realize how to itemizate enhancement shamans and give us a whole set akin to the AQ40 leggings. A whole set like that plus 5-8% hit in stuff like rings/trinkets would be all a shaman ever needs.

Strongly agree here. Even some of the better enhancement pieces are already dated. Looking at leaked expansion gear almost all of the current enhancement stuff will really pale compared to other gear available. The only question is how much of that gear will be mail and then whether or not they continue to lame up the good melee mail with crap like spell crit etc like they tend to do.

With the current hunter changes, there will exist non-hunter set drops with agi/AP/hit and possibly crit...perfect for an enhancement shaman. Just as paladins are going to help shamans in raids, so also will hunter tuned gear in BC help the enhancement shaman's current poor itemization.

Add to that though mageblood, nightfin, battle shout, dragonslayer buff, rend buff, zandalar buff, mongoose, giants, Greater Arcane Potion, SoE, all standard raid buffs, and very rarely DMn buffs for an idea of what I go into Loatheb each week with.

I find it interesting to see no mention of Hand of Edward the Odd. It's 45 dps which isn't spectacular, but as a potential offhand it has possibilities for giving you a free Nature's Swiftness periodically. I read that it's 1 proc per minute, but not sure if that's accurate. It's also 1.8 speed, so it would be reasonably fast for an offhand.
