People have mentioned it, just not in this particular Shaman thread.

The issue is that it is only 45 dps, the proc is very low chance, and have no melee stats. Also, there are better blues in the first TBC dungeon.

Missing the proc isn't really a problem but alot of the time when it goes off you don't have a spell you want to cast. Everyone's health is fine or you're spirit regening.

also, the proc also only lasts 4 seconds when it happens. I guess with practice you could reliably get a chain lightning or healing wave off most of the time, but it seems like you'd end up with a lot of missed procs unless you were watching for them

you'd probably lose a ton of DPS in the mainhand, and in the offhand you'd still be losing some DPS and lowering the proc rate too

my advice would be to sell it to a dumber shaman
