5 minute buffs are the way to go as everyone will require different blessings.

Paladin greater buffs are class based not group based remember, heavy use of 5min buffs is not likely in practice unless the paladin is a cheap a$$ and doesn't want so spend gold on reagents.
If it's a small group (5man or 10 man) you might only have 1 paladin, in practice everyone gets 15min salv, apart from tanks who get 5min kings or if there are no dps warriors in the small group 15min kings. The benefit of 30% less threat AKA the benefit of being able to dps 30% harder and not worry about your agro far outweights getting kings or might or wisdom.
For 25 man raids expect at 3 paladins, minimum.. also maximum. You never want less than 3 and you never really want more than 3 either. 3 paladins means 3 different blessings on every single person in the raid the whole time.
It's going to break down like this
Paladin #1: kings on every class
Paladin #2: wisdom on casters and might on melee
Paladin #3: salvation on every class and overwrites salv on tanks with light
What the OP is saying is that Enhan shaman and feral druids may want might instead of wisdom from paladin #2. whispercasting 5min for two people isn't much of a burden so I don't really see a problem with that tbh.
Why 2 people? I'm predicting 25 man raids won't want feral druids, basically they've recieved no serious improvement in the released tbc talents and spells, maybe 1 max and realistically only 1 enhanc dps shaman.
Raids are still going to need healers, a raid with all ret paladins, enchance shaman, feral druids and shadow priests ain't going to get far.
