We have killed Huhu. We focused everyone getting NR up before Huhu, not just the soaks. Our whole raid group except for a few stragglers have:

Warriors, Rogues, Hunters at 200 unbuffed NR
Everyone else 150 unbuffed NR


For the horde guilds with experience killing both Vis and Emps, who should we focus on first?

Emps -> C'thun

Emps down means your closer to turning regalias also.

Twin emps lead to c'thun and Vis leads to...An extra set of shoulders. I'd start working on emps, because the sooner you get them the sooner you can start working on the c'thun learning curve.

Viscidus is a three hour learning affair assuming you research the fight.

If you can stack 8** shamans in your raid for Viscidus, by all means have at him. Never thought I'd be saying "PvE easy-mode Horde" but there you have it. I concur in most cases with focusing on Emps though, for the regalia/armaments turnins, and emps loot >> Visc loot. But if you have the requisite shamans, it's nothing you can't learn in one night of attempts, while Emps might take a lot longer.
