I actually think it's a good chance it's intentional, but they didn't fully think it through. I could see them increasing the cooldown on it but not touching it's scalability, thus allowing us a way to regen giant amounts of mana in the heat of the moment. With the change to +healing, it may be their attempt to bridge the gap caused by us "more intelligently" healing and sucking up a bit more mana in the process.
The only problem is, as a healing priest I am and will be wearing a good amount of +heal, and no +dmg, so there's nothing to scale off of, except for whatever debuffs the shadow priest/warlock in my raid group has placed on the mob.
Other side effects could have even high healing priests swapping in +dmg gear to see more mana when they need it.
Hrm.
