I took a bit of a hiatus from WoW, and of course am back in the full swing of things preparing for TBC. With all of the changes to how stats are working I was hoping someone here could enlighten me. Basically I am to assume that 14 pts of crit strike rating = 1%? Same for %to hit etc?

Also, does Resilience factor in as a counter to your crit strike rating. For example, I have 14 pts of crit strike rating, my opponent has 14 pts of resilience, so my effective chance to crit strike is 0?

Finally, what if any, are the caps for crit strike, % to hit for spells, range, and to hit? I tried googling and searching several forums I frequent to no avail, I was hoping for some enlightenment here. Thanks.
