Ok i am a little bit lost right now.

I was looking at rhokdelar and the Gm 2.9 spd crossbow/weapon.

I noticed that the rhokdelar with 53.3 dps had a top end damage range of 201

At the same time, the GM 2.9 spd with a higher dps 55.9 only has a top end of 195.

I thought damage ranged was based off of weapon speed and DPS.

Can someone clarify how it actually works for me?

No, I understand that the DPS is lower. Im not arguing that. I thought weapon damage range was based off of dps and weapon speed. What is it based off of? Just some random guy deciding what he wants the damage range to be?

Does the same thing go into effect with 2h weapons? Like is there a 53 dps 2h with 3.8 spd that has a better damage range then a 59 dps 2h with 3.8 spd?

Seems odd that it would work like that.

A 100-200, 2.0 speed weapon has the same DPS as a 149-151, 2.0 speed weapon. Range has nothing at all to do with DPS, it's mean damage that matters.

I think what he means is you can have higher max damage on some weapons even tho the dps is lower and speed is equal. And to answer this, yes it's random, someone decides if the range is big or not, and where the max and low damages are. Then DPS is calculated based on average dmg vs speed. They probably sometimes go the other way around to balance stuff when adding new items, but you can find exceptions.
