Any idea what the reasoning is? I know that at least one type of "extra attack" was described as resetting the swing timer. If so, I wonder if parry (assuming it does this as well) might cause some issues?

All "extra attacks" reset the swing timer unless they are yellow damage. It's just that sword spec resets it immediately and HoJ resets it with a slight delay most likely caused by server lag(you are probably referring to the resetting the timer from offhand attacks, but honestly, if it did not, it would be overpowered and due to the introduction of combat potency, they cannot actually program it correctly and have it proc offhand swings now). The difference is probably that one is being checked client side and one is checked server side. Patch ~1.10 introduced most extra attacks with the extra delay, I assume this was done to counter would be exploiters from instagibbing any mob. This delay was removed from sword spec in 1.12, but not from HoJ. The reason the delay would be removed is because the mechanic resets the swing timer causing your actual gain in dps from an extra attack to be based upon server lag. This is clearly broken since sometimes the lag was over 1 full second.
Keep in mind, most of my knowledge of the actual mechanic and how its calculated is speculation, but it is based on educated guessing.
