If you've been logged out for 5 months and you are in IF when you first log in with the expansion, it's going to assign you a full 1.5 bars of rested XP. If you've been in IF for 5 months, but you logged in the night before without the expansion, then it's only going to give you 24 hours of rested XP.

This makes sense to me. I did not log in my rogue for 2 days before TBC, logged in to have about a third a level rested. I WAS logged in the inn.
So I guess anyone with a level 60 who they put on the shelf, and camped in an inn/city, could log in asap and see their rested.
