He might refer to a 70 Elite dragon called Blackscale?

This dragon sometimes hovers the very western area and does a swift dive into the bird population below him devouring them into pie.

Yes that happened to me, needless to say the friend I was questing with told me my luck sucked and he would use the item from now on!
It happened the first time I tried it, quite funny and I can't remember his name either.

For even more fun, while he is yelling about getting revenge, use your device on him again. You'll "banish" him again and he'll yell "NOOOOoooo!" Definitely one of the funnier things I've come across.

I've killed Alluvion like 4 times now. According to thottbot he's supposed to drop more motes of water than the regular water elementals. My experience is that he tends to drop more grays (3-4 per kill) but out of my 4 kills, he's only dropped a total of 2 motes of water. :(

The bone dragon is for a quest... you summon him to land, then you fight him. He patrols up in the air until someone calls him.

As for the water elemental, I duo'd him with a paladin (go go frost resist gear) and got nothing for it... no idea what the mob's there for.

Yeah I solo'd the water elemental. Fearable elites = warlock solo.

Got 4 motes of water and vendor trash.
