The damage generated threat for its damage. Hitting for 300 physical (after armor) or 300 nature damage makes no difference in terms of threat generation for a warrior. The thunderfury debuffs both applied some threat though and if I remember correctly, it was the -nature resist one that gave significantly more than the -attack speed one and it was applied to 5 targets. The proc damage can not be mitigated and isn't affected by attack power so its a very nice way of increasing the damage (and in return threat) of a prot warrior who's gear is based around non-dps rewarding stats.
Edit: So in light of the actual thread, in general, most buffs and debuffs cast in combat cause some threat. In most cases its negligible on anything other than mobs that have been body pulled.
