This is less on the topic of respawns and more on the topic of resources and their accessibility. The spiders outside of Shattrath City used to drop Netherweave Spider Silk at a decent droprate (10-20% just from personal experience, don't have access to thott here). Last night I killed at least 20-30 spiders without seeing a single silk drop, and another guildie said they got 1 after farming for 25-30 mins. Sure, "random drop" but the chances of two people noticing a HUGE difference in drop rate are pretty low.

If you have farmed Nagrand "back in the days" you'd know that SV is no where near the output of Nagrand. In Nagrand I had a perfect 1 Primal Fire every 10th minute - in SV i had 1/3 if lucky. The SV droprate is lesser and they are sub lvl 70 wich gives no chance of epic BoE's afaik.

And that dynamic respawn rate Maels and Ruro mentions just isn't there anymore - it's static. Might be a slight increase in drop rate on the motes but that can also be my vivid imagination.
I've farmed dozens of Primal Airs, and made enough money for my epic flying mount in under a week. Thottbot lists the elementals in the Plateau as having a ~50% drop rate I believe, which is higher than I personally have had. The ones in Shadowmoon Valley are 69/70 instead of 70/71, and have a listed drop rate of ~37%. The ones in SV don't have as high of a damage output as the ones in the plateau either. Never really mattered to me as an affliction warlock, but I know many friends and guildies actually have better gold/hour results in SV because they don't have to spend as much time recovering from fights.

The plateau was the best place, sure, and it still is if there's no competition. But it's a small improvement over the ones in SV, not a huge noticeable difference.

Don't come to Shadowmoon Valley. I like the fact that it's not nearly as camped as Nagrand!

P.S. The air elementals have around 2k less health, do less damage, and have a slightly lower drop rate for motes. You also have to run around to find the spawns, which are mixed with other mobs, but I still like it more than Nagand, where there's always a bunch of Alliance there.

About the dynamic spawns, yesterday I was farming water elems in shadowmoon, and they were chain spawning still. I'd get elementals repopping from their corpses and stuff like that. Maybe they fixed some places, but definitely not this one. At the same time, there's only like 13elementals total, counting the 2camps, so you can't really farm with more than one person.
Never farmed in the Elemental Plateau myself, I always figured I'd spend more time farming alliance than elementals there, so I usually go in shadowmoon, it's rarely camped.

They only nerfed the spawns on the elemental plateu...thought we made that clear. Every where else that drops motes of any kinds seems uneffected.

What would be the point of making a place that seems so intended to provide convieniant access to motes/primal no longer a viable farming spot? If they wanted to limit the number of primals on the market, lower the drop rate, I'd rather kill 100 mobs and get 20 less motes than fight for taps on the 30 mobs that now spawn in the same time frame.

Hard as it is to believe, maybe Blizzard was just looking to create a place that would logically accompany the Elemental npc quest hub below it =)

What happened, in terms of the Elemental Plateau, is the collision of a few things. The dynamic respawn system combined with (naturally) the highest droprate of motes due to the mob levels. I don't look at it as a vending machine created by Blizzard, I look at it as scenery. It's like Skettis. You have all these Arrakoa camps all over outlands, and it follows that somewhere is the home city. The parallel of it being a great humanoid farming spot (huge, high saturation of mobs, some minerals and herbs too) is just a happy coincidence.

I don't believe that for one quarter of a second. The very first thing I said to myself (and in vent at the time) was "hallelujah! I may need a million primals in this expansion but at least they put in some place I can go farm them all at once!". They were even smart enough to make it flying access only, not that the professional farmer would be long deterred by that.

I liked the elemental plateau and not just as an early adopter.
