Formulas of the downranking nerf.

Hello,

Can someone hand me over the formulas which affected the downranking post-2.0 ? I've been searching for one full hour around various places (even the WoW Blue Tracker, I recall that these formulas were enunciated by a blue), but I am really unable to find them.

However there are exceptions, like low ranks of holy light seems to have another level than the learned level +11.
