Dumb question from a dumb warlock!
 

I'm currently specced 0/21/40, so I barely use any dots (Immolate ftw), and I was talking with a guildie a few days ago, and I was told Dots could be partially resisted. Is it true? I honestly dont remember having any partial resist pre-BC with Dots, nor with Immolate right now. (I have 60 spell penetration (which is more than I need I think) + CoE up most of the time)

What in the hell?
