Is Arcane spec viable for a raid which is starting Gruul?

If i take my Spellfire out of bank, resocket my +dam gems to +int gems, get Blade of Wizardry and swap Spellstrike helm for t4 helm with meta, can i expect to outdo 10/48/3 mages?

If not, will it change after i get TLC and Violet Eye trinks?

If still not, will it change in 2.3, when Evoc starts scaling with Int, rather than with Spi?

If still not, should i consider holding off the arc spec altogether until i get to SSC?

P.S: i know there is a thread which deals with arc mages, but it is focused on bleeding edge raiding, and does not really answer my question
