hit cap is 163 and change, so essentially 164 to ensure all your special attacks will hit a raid boss (lvl 83). However, if you have that heroic presence buff from drans you'll only need 131 hit. heres a solid site for hit rating required for any class.

I believe ur asking for rotation help so ill answer that.
There's 2 alternate rotations that both yield the same amount of dps although most warriors seem to use the first i've found.
BT -- WW -- FREE -- BT -- FREE -- FREE -- start again from the beginning.
WW -- BT -- FREE -- FREE -- BT -- FREE -- rinse and repeat
only heroic strike when it will not rage starve you, include the possibility of your next white attacks missing. use a slam proc during a free spot, or an execute if slam doesn't proc and the boss < 20%.
This might change slightly if you have the 4p T10 bonus which i dont have, so somebody may have to fill in that part
