I sure do know that sunder armor (-20%) cannot be calculated with my personal ARP because its is just debuff for the target and my personal ARP is what matters for my attacks. But the point is that if I already have 100% ARP how can it matter anything does the target that im attacking have lets say base armor without sunders 10000armor or 8000armor when there is sunder armor applied? No matter even the target had 1miljon armor and my ARP is 100% the DPS should be same.

Sunder/FF are mob debuffs and applied outside of your ArP Rating. 5xSunder +FF = 25% armour
reduction, the maximum debuff possible on a mob. ArP rating is the maximum % of the
remaining armour that will be ignored.
If you think in these terms:
Armour reduction is a mob debuff.
Armour penetration is a player buff.
Your Armour penetration % = the max remaining armour ignored, after mob debuffs.
Or
You can never fully penetrate 100% of a mobs armour without also using 5xSunder & FF.
