They tried that (sort of) with FFB.
I don't want to regurgitate GC, but one spec is always going to outperform the others, and all the "theme", fun talents, synergy, etc. etc. isn't going to mean a thing. This is especially true for anyone reading these forums, and this thread. Maybe some guy currently putzing around in pugs or in a friends and family 10 man might decide "I like X spec better", but here on EJ they will be judged by the impassionate eye of excel and recount, and "theme of the tree" be damned. I think Blizz trying to make all 3 trees of all 4 pure DPS classes equal is an unachievable goal, but more power to them if they get it.
They can make a more or less complex rotation, that's about it. Every complaint about arcane that I've seen so far is "the rotation is boring" or some variation of that, and "is this rotation fun" is subjective. Personally, I think feral druid or enh shaman is stupid. YMMV.
Worrying about "theme" is sort of subjective and not worth the headache. Different people will see different "themes" anyway. Worrying about arcane AoE and whether they get their own personalized orb version is sort of pointless as well. AoE is almost meaningless now, and I suspect will become more so in Cata. What will determine what mages that read this forum wind up speccing will be the allmighty excel.
