Hmm, that's very possible and would make more sense than any theory I had. I'm planning to do a bunch of testing tomorrow so I'll see if I can nail it down.

Interesting, do you mean with a 3 stack Pulverize up, you can keep it at 3 stack by refreshing it with another Pulverize that only consumes 1 Lacerate?

No, he was spamming lacerate in between Pulverizes so it would have been at three stacks. From testing on a target dummy, Lacerate and a full power Pulverize had nearly identical TPR. Since a large portion of the threat gained from Lacerate is a static threat increase, as long as you have a bit of vengeance Pulverize will pull away quickly. However, that get's balanced with less damage from lacerate ticks and a couple less Berserk procs. I'm not sure where that will all even out, but my best guess is it will end up close enough that either using Pulverize as fast as you get three stacks or only fast enough to keep up the buff will be viable.
