154 rating, easily calculated. To find the rating>percentage conversion, divide the hit rating on your character pane untalented by your hit percentage listed, then multiply this number by 5% (miss chance as DW).
I suddenly find myself with too much hit >_<

I have tested dps in frost presence on a heroic test dummy, and I did 10k dps self buffed (2H weap). I tested it again in unholy for the same amount of time (10 min), and did 9k dps avg. I will have to do more testing during raids.. I think blizzard fixed some of the frost issues because the day the patch hit my dps was much lower.

Conventionally, OB seems to be the most hard-hitting/rune efficient spell to cast. And most DW frost DKs center their rotation around OB. However, after I checked my parses yesterday, I observed something quite...interesting:

OB hits for about 1.5 times harder than HB, not as hard as I'd expected.
OB also hits for about 1.5 times harder than FS, same as above.
The rotation is really a fuckfest, with diseases not aligned, runes not aligned, runes pop randomly from RE, etc.
Extreme GCD issues in frost presence, varying from too much free GCD at one time and not enough from another time.
RP is very hard to predict. Sometimes I have no RP to spend and just not doing much and then a few seconds later I got a full RP bar because all the procs just jammed into that one second.

Based on the observations above, I came up with an idea: what if I don't use OB, but instead use HB as my primary attack. This will make things a lot more simpler because HB only cost 1 rune and does no require me waiting on any thing. There are a few things to consider:

OB costs 2 runes and only does 1.5 times the damage HB does. But HB only costs 1 rune.
OB consumes KM, and only does 1.5 times the damage FS does.
FS refreshes new runes with 45% chance, OB procs rime with 45% chance.
RE refreshes runes that ARE ON COOLDOWN, meaning if a rune is not on cooldown, RE will ignore those runes.

With these things in mind, I came up with a priority system based on HB.

Priority:
When both FR are up, cast HB
When both BR(DR) are up, cast HB
When RP is about full, cast FS
When both BR are up, cast BS
Spend rest runes on HB or BS
Spend rest RP on FS
Cast horn

One can see, this system has no PS or OB. You might question: Why no OB? OB cost two runes, generates 20 RP, hits about 1.5 times harder than HB, but requires waiting on the runes to be aligned and consumes KM. HB on the other hand, cost only 1 rune, can be cast anytime, and generates 15 RP, do not consume KM procs. Why no PS? I don't use OB, PS doesn't do much damage. And when UR are on cooldown, RE might refresh that UR instead of FR or BR, which is not desirable. I want my RE to refresh FR or DR(BR) instead.

This system seems really smooth. Several highlights below:
1. HB hits extremely hard for a 1 rune ability, generates more RP than OB. With more RP, that means more FS, which via RE, generates more runes, which, in a cycle, generates even more RP.
2. No GCD issue, PS is avoided and the reservoir of runes and RP is easily controlled, therefore no wasting of resource
3. Utilize mastery to its full extends. Both HB and FS are frost damage. This also frees up a glyph space for frost disease, which is, you guessed it, frost damage.
4. Bypass the armor by avoiding PS and OB. Since we no longer has armor penetration, OB doesn't do as well as it did before even with all the buffs.
5. Of course, this comes with some amazing cleavage aoe damage.

I only used this system for a few fights, and it seems it works quite nicely. Of course at this stage of the game, this system needs more tests and some math in the end to verify its validity.

Seems like a great idea (for aoe only)..Just tested this on the test dummy and went down to 7.7k dps (down from 10k), u lose out on the 4 piece set bonus by not doing PS too.

In regards to the hit cap, I was item swapping earlier today and at 373 hit rating and 1/3 precision, i still had 14.13% hit raiting. So my question would be is the new % hit cap not 8% anymore or will i be able to drop hit for more haste (Mut)

Is it just me, or does Innervate only restore 20% mana as resto, but 50% mana as boomkin?

Just did a test myself, on the heroic dummy in Ebon Hold. I got 10k as OB spec and 9.5k as HB spec. Not as off you what you have got.

You have a talent that affects self innervates as a boomkin, so yes, it's something like that. Should just be 20% as balance if you put it on someone else.

Information Regarding Personal Experience as Fury:

Hard Capped at 27.14% chance to hit
37.09% crit
4173 atk power /w Battle Shout
27/27 Expertise

Post 4.0.1 Hotfixes that were deployed on 10-13-10

1st Rotation\Priority: Bloodthirst, Raging Blow, Slam(proc only), Shout/enrage, Heroic Strike above 60 rage ... if raging blow was off cooldown but not active and bt still halfway through cooldown i would enrage so i could use via Death Wish or Beserker

Avg Dps out of 3 Ten minute session on Boss Target dummy: 5.1k dps

2nd Rotation\Priority: Bloodthirst, Raging Blow, Heroic Strike, Shout/enrage. Same raging blow conditions as 1st rotation

Avg Dps our of 3 Ten minute sessions on boss taget dummy: 5.6k dps

Now with being hit capped i was able to Bloodthirst, Raging Blow, Heroic Strike on almost every rotation through as long as i was timely on my shouts. There was a couple times when i did miss the shout so i had to build alittle rage so i skipped a Heroic Strike. This may be for others to test on their own but if you are Hard Capped for hit i think skipping slam is beneficial and use the talents from bloodsurge elsewhere.

I haven't logged anything with the recent updates but have done some extensive dummy testing to "figure it all out" and to be honest, I came away even more surprised. Did Oblit get a hotfix nerf again today? I've made sure it wasn't just my MH strikes being recorded... but honestly I have no idea whats going on. My frost strikes and HBs are doing significantly more damage than my oblits on the dummy and there really is no explanation from my perspective.

My damage breakdown meets my expectation from what I've seen top DW frost DKs posting on WoL as of today, but I don't really know what's going on here.

Minor really. But it might be worth it to mention that gnomes using daggers or 1h swords can knock the expertise cap down to 177.
I have looked on the official forums high and low and could not find out why this is. I'm very curious because this is in fact my situation. I have a one handed sword equipped. Does anybody know why the cap is 177 for Gnomes using daggers and 1 handed swords?

What about the shard tracking on his custom UI frame? Sign me up with one of those. :)

You think its good to reforge all to Mastery? Because i can only reforge Avoid and I think Avoid is better then a 4k Dmg absorb Shield. Correct me if I totaly wrong.

Yeah - a predictable and disappointing way of "fixing" it.
