Under the current system 3/4 of the permutations are bad.

This has me completely lost. What I'm getting is that I want to stick away from slow/slow, but between the slow/fast, fast/slow or fast/fast, which is better? I'm still leveling my Rogue. I know that, while leveling, it doesn't matter much, but I want to see if this has an impact on my current dps at my current Level 64.
So far, the best 1hander axe, sword, mace I've found was from the Level 60 PVP weapons still available. Using the axe currently with 2.90 speed in Offhand as Sub (been really hard for me to find anything decent). I noticed I went from 550 dps (on average) to 600, but I can't tell if that was pure luck from getting a few more burst crits off.
Any ideas, suggestions?
